The number of people affected by hunger is rising. Today, nearly 690 million people around the world struggle with acute hunger and food insecurity. With millions more at the brink of starvation, we must act quickly to provide for those at risk.
Several trends underlie this challenge. They include economic downturns, man-made conflicts, the increasing frequency of extreme weather events and the spread of pests and diseases. At the going rate, the world will not achieve UN Sustainability Development Goal 2.1—Zero Hunger by 2030. In fact, if these trends continue, the number of people affected by hunger will surpass 840 million by the end of this decade.
The United Nations World Food Programme (WFP) aims to steer the battle against hunger back on track. The organization has been committed to solving the global hunger challenge for decades. It is the leading humanitarian organization delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. Increasingly, it’s turning to technology to drive results.
In 2019 the WFP partnered with Alibaba Cloud to enhance its efforts with world-leading technology. Alibaba Cloud collaborated with WFP to develop a digital “World Hunger Map” to monitor the status of global hunger and help enhance the efficiency of operations to support efforts towards the goal of ending world hunger by 2030.
“Our focus is on helping countries to eliminate global hunger,” says Stanlake J.T.M. Samkange, Senior Director for Strategic Partnerships of the United Nations World Food Programme. “That includes emergency situations as well as longer-term situations. To do that information is really critical. You need to know where people are and you need to know what conditions they are facing. That will help you understand which are the best, most effective, and most cost effective ways of responding.”
The World Hunger Map provides the insights necessary to take action. Through information related to food security, weather, population size, conflict, hazards, nutrition and macro-economic situations, Alibaba Cloud’s technology can predict the food security situation in near real-time, offering important intelligence to WFP to plan and act on the rescue process.
“Hunger is a global phenomenon,” Samkange adds. “It's not located in any one country. So, understanding the global map is critical. One of the things we really appreciate about the hunger map that the information is very close to real time. That allows us also to see not just a snapshot, but also to understand the trends.”
Two key factors underpinned the relationship between Alibaba Cloud and the WFP. The first was Alibaba Cloud’s ability to provide unparalleled technical support and help the WFP better understand its own systems. The second was Alibaba Cloud’s vast experience helping China transform its rural economy through initiatives including the Alibaba Poverty Relief Program led by Alibaba Group.
“We provided technical knowledge and expertise in the areas of cloud computing, digital intelligence and AI technologies,” says Zeng Zhenyu, General Manager of Data Intelligence, Alibaba Cloud Intelligence. “With these technologies, we were able to improve the WFP’s existing assessments and famine forecast capabilities.”
In turn, WFP was able to increase their rescue capacity and improve emergency response time. The Alibaba Cloud solutions also provided insights on how best to optimize operations and reduce costs.
During 2019, Alibaba Cloud helped to publicly launch HungerMap Live, making the service available globally. Amid COVID-19, the team adapted the map to support WFP’s global response to the COVID-19 outbreak. That entailed displaying COVID-19 information such as the number of confirmed cases as well as and the impact that the virus was having on key indicators including food security and macroeconomic trends.
“The work we are doing together with Alibaba Cloud on this was really critical for us being able to make effective and timely decisions,” Samkange says. “We feel privileged to be able to work both with partners like Alibaba Cloud to help bring this knowledge and experience to where it's actually needed and requested to help countries modernize and develop.”
